Job Description
The Town of Scarborough is seeking a dynamic and innovative leader with strong communication skills, experience with municipal budgets, and demonstrated project management success as the next Director of Community Services. The candidate in this position will lead an energetic team in planning, developing, and supervising a wide variety of recreational, cultural, and social opportunities. The Director is responsible for the day-to-day management and administration of a multi-faceted department by setting the strategic direction, developing policies, establishing budgets, evaluating programs, and creating systems and standards to ensure efficient and effective department operations while actively and visibly supporting the Town’s vision. The Director is a member of the Town’s leadership team and reports to the Town Manager.
 
Core Duties: The Community Services Department oversees and manages municipal park systems, beaches, playgrounds, trails, child care programs, senior citizen programs, special events, community television services, community program offerings, recreational activities and Town and School facilities. The Director leads a full-time staff of 19 employees, 40 – 60 seasonal employees, and manages a budget of more than $2.7 million, 86% of which is covered by non-tax revenue. Essential functions include developing and maintaining strong partnerships with public and private sector interests including local jurisdictions, state agencies, non-profit organizations, and corporations; promoting interest in Town programs through correspondence, public speaking, and the media; evaluating recreational needs, activities, and facilities; resolving complaints and/or problems and recommending corrective actions; promoting safety and implementing and complying with all federal and state regulations; serving on committees as directed; pursuing grant opportunities and innovative sources of funding.
 
Job Requirements: Bachelor’s degree in recreation, public administration, parks and recreation management, or a related field, with a minimum of five years of progressively responsible management experience in municipal parks, recreation, and community services. Professional certification in job related field; e.g., project management, parks and recreation, child care, organic pesticides, etc. This position requires outstanding communication and public speaking skills, municipal budgeting experience, proficiency with the advanced features of word-processing, database management, and spreadsheet programs. Experience with MUNIS system is preferred. The ability to establish and maintain cooperative relationships with municipal officials and the public is required. Driver’s license with excellent driving record is required. The ideal candidate will be a dynamic and enthusiastic individual who is committed to public service, parks, and recreation programming within the community. Any equivalent combination of training and experience may be considered.
